Turtles are a type of candy, trademarked by Nestlé, but originally developed from a recipe originated by candy chef Louis Gordon, "Gordy" Hooper of San Francisco, California, are made from chocolate, soft caramel, and toasted pecans. Chocolate Turtles were developed as a new candy recipe by Bobbi and Louis Gordon Hooper, who were taught candy making by Mary See of Sees Chocolates, headquartered in San Francisco.

"Gordy," as he was known by his co-workers, was head candy chef of the Sees candy kitchen, and he took a liking to Bobbi who was working for Sees in the boxing and wrapping section of the original Sees factory. Bobbi liked caramel, pecans, and chocolate, and she collected turtles as pets, so this recipe was put together by Gordy as surprise.

Turtles were an innovation and became a success for the Sees Candies. The recipe basically put Gordy on the map and in 1932, he opened the door of the Hoopers Confections Company in Oakland California, which was eventually headquartered in the old Margaret Burnham candy factory/home at 4632 Telegraph Avenue, Oakland California. At that time, Gordy and Bobbi got around and delivered chocolates on a worn Harley Davidson motorcycle, a "gift" to Gordy from Margaret See, with very bad tires. Very soon 'Turtles' were the rage of the San Francisco bay area and were copied by other confectioners.

Today "turtles" come in all sizes, shapes and recipes, some even shaped like a turtle, thanks to modern Cadbury mold-making techniques, but the originals were produced by candy dippers on a rectangular marble 'board,' similar in size to a contemporary kitchen cutting board. But the original recipe, as executed on marble, was pecan nuts, caramel and various chocolates; they were a multi-task confection, requiring several sittings.

When the Hoopers died in the early 1990s, the factory was sold to a series of candy entrepreneurs, including the Remillard-Lang family of companies.
